一、海牙认证和领事认证的总体说明
(一）使馆认证-新新源移民
也叫使馆认证、领事认证、使馆加签，英文名叫Legalization。是指一国外交机构及其授权机构在涉外文书上确认所在国公证机关或某些特殊机关的印章或该机关主管人员的签字属实。领事认证不对公证书或者其他证明文书证明的事项行使证明职能，不对文书内容本身的真实性、合法性负责，文书内容由文书出具机构负责。经过认证的证书具有法律效力，可为文件使用的有关局承认。
大使馆认证主要包括民事认证和商业认证，民事认证，如婚姻状况、出生、身份、亲属关系、学历、收入证明等;商业认证，如产地证明、形式发票、提单、保险、营业执照、合同，出口商注册表和授权书、价格单、箱单、报关单、发票和产地证等。
既要做“外交部认证”，又要做”使馆认证“，也称“双认证”
(二）海牙认证-新新源移民
又称apostille，这种认证适用于海牙公约成员国。中国大陆暂不是海牙成员国，但香港是，所以国内外文件的海牙认证可以在香港办理。apostille认证是指由国际政府机构统一出具的，对原认证的签发人进行的二级认证，并在认证书上加盖印章或标签，这个过程就叫做apostille认证加签即海牙认证。
海牙认证是海牙成员国之间对跨国使用文件进行鉴定程序便捷化的一种方式，简单来说就是一份文件，如果做完海牙认证，就可以在其他海牙成员国使用了。也就是在海牙协议国之间，只需要做一份海牙认证即可在所有海牙协约国使用，而不用分别做各个国家的使馆认证。海牙协约国有100多个国家，如果使馆认证需要做100多份，而海牙认证只需要做1份即可。区别于使馆认证的双认证，它是单认证的，它不经过外交部和使馆，只由国际律师+海牙法院签发。比如香港，由香港国际公证人进行公证，拿到香港高等法院进行认证并加盖apostille章。
另外，有些国家不是海牙协约国，但是承认海牙认证文件。
二、澳洲海牙认证&领事认证
澳洲该项事务由DFAT外事部门管辖，经由澳洲堪培拉护照办公室具体经办。领事认证和海牙认证（This is referred to as ‘legalisation’.）是鉴定澳洲公共文件的签名、签章是真实的，以便用于海外。2020年1月1日，启用新的ocument Legalisation Request Form，旧表不再受理-新新源移民。
Legalisation of Documents (authenticationsand apostilles)
Foreign governments sometimes need proofthe signatures of Australian officials on documents are genuine before they canbe accepted. The Department of Foreign Affairs and Trade (DFAT), through theAustralian Passport Office in your capital city will certify that a signature,stamp or seal on an official Australian public document is genuine by checkingit against a specimen held on file, and print or attach a certificate in theform of an 'authentication' or an 'apostille' stating certain facts. Theauthentication or apostille is then signed by DFAT staff and sealed with a wetand a dry seal. 三、常见要海牙认证和领事认证的材料如下：
-如果你去海外学习或工作，你的学位证、毕业证、成绩单有些可能只是需要普通的公证（notarized，由Australian Notary Publics负责），有些才需要认证（authenticationsand apostilles）。
-一般雇主通常会要求对教育类文件进行认证。学历欺诈是世界范围内的普遍问题-新新源移民。
-如果你要去海外结婚，海外机构会让你出具澳洲文件，他们需要证明你是未婚的。这个时候你需要认证离婚证、Certificate of NoImpediment to Marriage (CNI)和其他文件。
-如果孩子没有父母陪同出行，他们会让你出示法院或其他文件证明他是可以出行的的。
总之，需要询问他们在澳洲的大使馆，看看是否需要进行领事认证和海牙认证。什么文件可以公证认证，澳洲政府机构签发的原件、澳洲教育机构签发的文件、澳洲公证机构签发的文件（私人文件需要经过公证处公证后就可以变成公证机构签发的文件）
澳洲政府签发的文件-新新源移民：
-出生证明、包括礼仪证书及摘录；
-结婚证；
-死亡证书；
-未婚证明；
-法院文件，包括离婚证明；
-无犯罪证明或指纹报告；
-澳洲公民证；
-澳洲政府商业文件（ASIC/ATO/TGA）;
-其他文件；
澳洲大学、学院、中小学、文件：
-学位、学历、成绩单、信件，不接受其他国家的此类文件；
其他澳洲文件：
-委托书、遗嘱、银行报告、公司文件
四、怎么提交海牙认证及领事认证？
澳洲境内可以邮寄到澳洲护照中心（by mail），澳洲海外可以通过使馆进行，也可以邮寄到澳洲境内处理-新新源移民。

（1）Prepare yourdocuments for legalisation overseas
Follow these steps before you request ourdocuments legalisation services.
-Ask the overseas authority which documentsthey need. Ask them which ones you must also get legalised. We can't tell youwhat they may want.
-Find out if you'll need either anapostille or an authentication for your documents.
-Confirm the documents are eligible forlegalising by DFAT. If in doubt, contact us first.
-If your documents aren't eligible as-is,you may need to get them notarised first. Find a Notary Public in Australia.Send your document to them. Once notarised, we can legalise it.
-Gather your documents. Check if there'sany special requirements for your type of document.

（3）海牙认证及领事认证周期（How long it takes）
Processing times can vary.
Demand increases at the end of the school year and during peak holiday periods.This cause delays. It takes longer if your request is incomplete, or youhaven't paid the fee.
