Please note: If your certificate of conduct states "no record" and you possess German nationality and are using the certificate of conduct in another EU Member State, there is generally no obligation to provide an apostille. Such citizens will also have the option of receiving a multilingual form as a translation aid. You can do this by writing to us after you make your application or requesting it at the time you make your written application for a certificate of conduct from abroad.

Before the Federal Agency for Foreign Affairs can issue an apostille or final authentication (“Endbeglaubigung”), the Federal Office of Justice must first verify the authenticity of the certificate of conduct.
You can make the application for the issuance of an apostille or final authentication (“Endbeglaubigung”) at the same time as you make your application for a certificate of conduct at the residents’ registration authority or online.
If you already have your certificate of conduct, you can apply for an apostille or final authentication (“Endbeglaubigung”) from the Federal Agency for Foreign Affairs. The Federal Office of Justice must first confirm the authenticity of the certificate of conduct. For this reason, you will first need to send the application and the original certificate of conduct to the Federal Office of Justice, at the following address:

The Federal Office of Justice will then forward the certificate of conduct, which bears a seal and a signature, directly to the Federal Agency for Foreign Affairs so that it can issue the apostille or final authentication (“Endbeglaubigung”). These documents are generally forwarded within one to two weeks. You will not be separately informed about the application being forwarded to the Federal Agency for Foreign Affairs.

Please note:
The Federal Agency for Foreign Affairs only sends certificates of conduct alongside the apostille or final authentication (“Endbeglaubigung”) to addresses in Germany, so please make sure you state a German address.
When you make your application, you will need to state which country the apostille or final authentication (“Endbeglaubigung”) is intended for use in.
The fee for the issuance of the apostille or final authentication (“Endbeglaubigung”) will be charged by the Federal Office of Foreign Affairs at the point of delivery.

（二）海牙认证（Apostille）/使馆认证（Legalization）：（服务费实行总包制）
海牙认证总包费用为3500元人民币，使馆认证总包费用为4000元人民币（特殊国家除外，以咨询为准）。总包费用包含了政府外事机构、使馆机构等第三方机构的费用、认证文件快递回国的国际快递费用。部分国家认证需要国际快递邮寄申请人本人原始签字表格和材料的，或者材料有疑问，需要补交相关证明材料的，需要自付自己邮寄原始签字表格和材料或者补充材料的国际快递费用。海牙认证和使馆认证工作一般不会同时进行，需要二选其一。
