（3）非玻利维亚citizen+目前居住在玻利维亚：

You must have your certificate officiallytranslated to English or French.
You should apply for a policecertificate issued by FELCC (Fuerza Especial de Lucha Contra el Crimen) atany "Oficina de Tránsito" nationwide.

You should apply for a penalcertificate issued by REJAP (Registro Judicial de Antecedentes Penales) atany REJAP office nationwide.

Requirements for foreigners
If you are a foreign national and need thisdocument, you must present a memorial addressed toMr. Cnl. DESP. Juan Percy Frias Cardozo Director General ofthe FELCN, signed by a lawyer by profession, attaching a photocopy of thepassport or Foreign Identification Document, this memorial can be delivered toour offices on Monday through Friday from hrs. 08:00 to 12:00 and from14:30 to 18:00 (keep a photocopy of this memorial).
After 72 hours of leaving the memorial, theinterested party must appear at our offices from Monday to Friday fromhrs. 08:00 to 16:00 with the following documents:
A 4x4 size photograph with a redbackground.
Two photocopies of the Passport or theforeign ID.
Present passport or original foreign ID.
A photocopy of the memorial presented.
Deposit of Bs. 60 to the bank account setup for your Banco UNION Department.
A simple photocopy of the deposit slip.
